Order of the Chief of Staff, Secretary General
of the National Assembly of the Republic of Armenia

EXPERTISE AND ANALYTICAL DEPARTMENT TASKS AND FUNCTIONS OF THE DEPARTMENT
1. The Department, for the implementation of the tasks assigned to it within the scope of its powers, shall perform the following functions:
1) Shall implement professional examination of the drafts of the Constitution of the Republic of Armenia, International treaties of the Republic of Armenia, the Laws of the Republic of Armenia, decisions, statements, addresses, and draft decisions of the Council of the National Assembly, and shall present conclusions and provide necessary professional consultation in the aim of providing conformity to the Constitution and laws.
2) shall implement assemblage of the necessary materials for professional examination of the drafts of the amendments to the Constitution of the Republic of Armenia, laws of the Republic of Armenia, resolutions, addresses, statements of the National Assembly and resolutions of the Council of the National Assembly submitted to the National Assembly for debate and examination of the international experience regarding drafts;
3) In the aim of providing information and providing professional support to the bodies of the National Assembly shall study current situation in the sphere of state and legal, sphere of human rights, defense and security sphere, financial-economic sphere, information technologies sphere, territorial administration and infrastructures sphere, economic sphere, environmental sphere, use of lithosphere sphere, social and cultural sphere; shall reveal the issues, demanding legislative solutions and in the aim of presenting developed proposals for the solutions of those issues shall organize and carry out analytical-research work, if necessary involving relevant professional organizations, private specialists and experts.
4) shall contribute to the function of parliamentary oversight by the National Assembly;
5) shall predict the possible impact (preliminary oversight) of draft laws put into circulation by Deputies in order to assist the implementation of parliamentary oversight functions by the standing committees of the National Assembly of the Republic of Armenia;
6) shall monitor the procedure of the adopted laws after their entry into force in order to assist the parliamentary oversight functions by the standing committees of the National Assembly of the Republic of Armenia;
7) within the power assigned to the Department shall implement professional services and assistance regarding the implementation of the constitutional powers and functions of the National Assembly;
8) shall perform other functions established by law.
FUNCTIONS OF THE DIVISION OF STATE AND LEGAL EXPERTISE
2. The Division of State and Legal Expertise, for the implementation of the tasks assigned to it within the scope of its powers, shall perform the following functions:
1) shall carry out legal (hereinafter - professional) examination of draft amendments to the Constitution, laws, resolutions of the Council, resolutions, addresses and statements of the National Assembly, submitted to the National Assembly for debate, and shall prepare relevant conclusions on them;
2) shall present conclusions and shall provide consultation to standing committees of the National Assembly regarding drafts subjected to professional examination, in order to provide their compliance with the Constitution and laws;
3) shall collect materials necessary for professional examination of draft amendments to the Constitution, laws, resolutions of the Council, resolutions, addresses and statements of the National Assembly, submitted to the National Assembly and shall study international experience related to drafts;
4) shall foresee the possible influence of draft laws put into circulation by Deputies (preliminary estimation) in order to assist the function of parliamentary oversight by the standing committees of the National Assembly of the Republic of Armenia;
5) on recommendation of the Chairperson or Chief of Staff of the National Assembly shall study and prepare draft amendments to the Constitution of the Republic of Armenia, laws, official letters, letters and answers to proposals regarding draft resolutions, addresses and statements of the National Assembly, addressed to the Chairperson or Chief of Staff of the National Assembly, in the aim of providing professional assistance;
6) on the basis of relevant applications from Deputies, factions, and committees, shall provide the preparation of inquiries regarding state-legal issues and their address to the European Center for Parliamentary Research and Documentation (ECPRD) and the Eastern Partnership Parliaments Research Network (EPPRN);
7) on the basis of relevant applications of Deputies, factions, and committees, shall receive, study, develop comprehensive information on international legislative experience, regarding the results obtained as a result of the application of that legislation, and shall prepare and submit a certificate to the applicant;
8) shall form draft responses to inquiries received from the European Center for Parliamentary Research and Documentation (ECPRD);
9) shall form draft responses to inquiries received from the Eastern Partnership Parliaments Research Network (EPPRN);
10) shall cooperate with state and local self-government bodies, as well as foreign state bodies, international and foreign organizations, and their officials;
11) shall perform other functions established by law.
FUNCTIONS OF FINANCIAL AND ECONOMIC EXPERTISE DIVISION
3. The Financial and Economic Expertise Division, for the implementation of the tasks assigned to it within the scope of its powers, shall perform the following functions:
1) shall implement (hereinafter: professional) expertise of the drafts of the amendments to the Constitution, laws, resolutions, addresses, statements of the National Assembly and resolutions of the Council of the National Assembly submitted to the National Assembly for debate regarding the areas of financial-economic, information technologies, territorial administration and infrastructures, international integration activities and shall prepare relevant conclusions;
2) shall submit its conclusions to the standing committees of the National Assembly and provide Deputies with relevant consultations regarding drafts subjected to professional expertise;
3) shall collect materials necessary for professional examination of draft amendments to the Constitution, laws, resolutions of the Council, resolutions, addresses and statements of the National Assembly, submitted to the National Assembly for debate and shall study international experience related to drafts;
4) shall provide consultation to the bodies of the National Assembly regarding economic and other specialized areas in connection with draft amendments to the Constitution, laws, resolutions, addresses, resolutions of the Council, and statements of the National Assembly;
5) shall foresee the possible influence of draft laws put into circulation by Deputies (preliminary estimation) in order to assist the function of parliamentary oversight by the standing committees of the National Assembly of the Republic of Armenia;
6) shall carry out research work, shall provide the necessary professional analytical and informational materials, and, if necessary, collaborate with relevant professional organizations, individual specialists and experts;
7) shall prepare and submit certificates regarding reports on the implementation of the State Budget of the Republic of Armenia, as well as regarding programs and reports of activities of state bodies of the Republic of Armenia endowed with functional independence, in order to provide economic assistance to the bodies of the National Assembly;
8) on the basis of relevant applications from Deputies, factions, and committees, shall organize the assemblage, study, develop comprehensive information regarding the areas of financial-economic, information technologies, territorial administration and infrastructures, international integration activities on international legislative experience of those areas, regarding the results obtained as a result of the application of that legislation, and shall prepare and submit a certificate to the applicant;
9) on the basis of relevant applications from Deputies, factions, and committees, shall study statistical data on trends in the development of the financial-economic environment, information technologies, territorial administration and infrastructures, international integration activities and shall present a comparative analysis of identical indicators of other countries;
10) on the basis of relevant applications from Deputies, factions, and committees, shall prepare the inquiries regarding the financial-economic environment, information technologies, territorial administration and infrastructures, and international integration activities,and shall address them to the European Center for Parliamentary Research and Documentation and the Eastern Partnership Parliaments Research Network;
11) shall form draft responses to inquiries received from the European Center for Parliamentary Research and Documentation and the Eastern Partnership Parliaments Research Network;
12) shall cooperate with state and local self-government bodies, as well as foreign state bodies, international and foreign organizations and their officials;
13) shall perform other functions established by law.
FUNCTIONS OF THE OF THE SOCIAL, EDUCATIONAL, HEALTHCARE EXPERTISE DIVISION
4. The Social, Educational, Healthcare Expertise Division, for the implementation of the tasks assigned to it within the scope of its powers, shall perform the following functions:
1) shall carry out legal (hereinafter - professional) examination of the social, educational, environmental spheres, use of lithosphere sphere, healthcare, cultural and other spheres submitted to the National Assembly for debate draft amendments to the Constitution, laws, resolutions of the Council, resolutions, addresses and statements of the National Assembly, and shall prepare relevant conclusions on them;
2) shall submit professional conclusions to the standing committees of the National Assembly and shall provide Deputies with relevant consultations related to the projects subjected to examination;
3) shall collect materials necessary for professional examination of draft amendments to the Constitution, laws, resolutions of the Council, resolutions, addresses and statements of the National Assembly, submitted to the National Assembly for debate and shall study international experience related to drafts;
4) shall provide the bodies of the National Assembly with specialized information regarding draft amendments to the Constitution, laws, resolutions of the Council, resolutions, addresses, and statements of the National Assembly;
5) shall foresee the possible influence of draft laws put into circulation by Deputies (preliminary estimation) in order to assist the function of parliamentary oversight by the standing committees of the National Assembly of the Republic of Armenia;
6) shall cooperate with state and local self-government bodies, as well as foreign state bodies, international and foreign organizations and their officials;
7) on the basis of relevant applications from Deputies, factions, and committees, shall provide the presentation of professional conclusions in the standing committees of the National Assembly and shall provide Deputies with relevant information regarding projects subjected to examination;
8) on the basis of relevant applications from Deputies, factions, and committees, shall study statistical data on trends in the development of the social, educational, healthcare, cultural spheres, and environmental atmosphere and shall present a comparative analysis of identical indicators of other countries;
9) shall form draft responses to inquiries received from the European Center for Parliamentary Research and Documentation and the Eastern Partnership Parliaments Research Network;
10) on the basis of relevant applications from Deputies, factions, and committees, shall provide the preparation of inquiries regarding social, educational, healthcare, cultural, environmental atmosphere and address this to the European Center for Parliamentary Research and Documentation (ECPRD) and the Eastern Partnership Parliaments Research Network (EPPRN);
11) shall perform other functions established by law.
FUNCTIONS OF THE LEGISLATIVE MONITORING AND INFORMATION DIVISION
5. The Legislative Monitoring and Information Division, for the implementation of the tasks assigned to it within the scope of its powers, shall perform the following functions:
1) shall assist the implementation of the function of parliamentary control by the National Assembly;
2) shall study current situation in the sphere of state and legal, sphere of human rights, defense and security sphere, financial-economic sphere,information technologies sphere, territorial administration and infrastructures sphere, economic sphere, environmental sphere, use of lithosphere sphere, social and cultural sphere; shall reveal the issues, demanding legislative solutions, and, in the aim of presenting developed proposals for the solutions of those issues shall organize and carry out analytical-research work, if necessary involving relevant professional organizations, private specialists and experts.
3) shall monitor the procedure of the adopted laws after their entry into force in order to assist the implementation of the functions of parliamentary control by the standing committees of the National Assembly;
4) in order to assist the function of parliamentary oversight by the standing committees of the National Assembly of the Republic of Armenia, shall monitor the implementation of laws, legal acts adopted by the legislative power, laws, by the initiative of the Government proposed and adopted laws in accordance with pre-approved annual program or relevant applications from Deputies, factions, committees (post-legislative assessment) and shall prepare conclusions and submit to the Chairperson and the standing committees of the National Assembly;
monitors the implementation of laws, legal acts proposed and adopted by the Government at the initiative of the Government - in accordance with pre-approved annual programs or relevant requests of deputies, factions, commissions (post-legislative assessment) and prepares conclusions and submits from the Chairperson to the standing committees of the National Assembly;
5) shall cooperate with state and local self-government bodies in order to provide the implementation of parliamentary control;
6) shall analyze the application-complaints received from citizens, and shall study those legal acts which are regarding those application-complaints. Shall separate those legal acts, in relation to the provisions of which the application-complaints have a greater specific gravity, and shall present them to the committees;
7) shall cooperate with state and local self-government bodies, as well as foreign state bodies, international and foreign organizations, and with their officials;
8) shall perform other functions established by law.
