It is established by the new regulation being proposed in the Electoral Code that the preliminary and final voter lists will be posted on the official websites of the Central Electoral Commission (CEC) and the Ministry of Internal Affairs on the 40th and 7th days preceding the election day. The voter lists should contain the information on the voter’s name, surname, paternal name, birth of date, month, year, registration address, voting day and time, the voter’s polling station number, and the final list – the information on the polling station number and the polling centre address. The necessity of the draft is conditioned by getting rid of the letters of informing with a document.
The Head of Migration and Citizenship Service of the RA Ministry of Internal Affairs Armen Ghazaryan presented for debate in the first reading the new regulation being proposed in the Electoral Code.
The rapporteur informed that in the near future the CEC also will submit certain supplement development, through which the voter can be acquainted with the information related to his/her polling station address and location. He noted that at present its initial manifestations are posted on the CEC official website. According to Armen Ghazaryan, the regulations in force were adopted in 2006. By the order in force, the voter’s lists were transferred to Haypost CJSC, the latter was sending paper notices. “In many cases they have not reached, in many cases have been returned with an unsolicited note. This way of informing is no more effective, also it is an essential expenditure for the state budget,” the rapporteur recorded and informed that about 270 million drams was spent for the elections of 2023 of the Council of Elders: There were 827.000 voters in the elections. “Last time the voters’ register, which was posted on the CEC website, was at the beginning of this month: We had 2.4 million voters. If we go with this calculation, then this expenditure in the next nationwide elections can exceed 800 million drams, and it will be unjustified expenditure, taking into consideration the modern possibilities of the ways of reaching information to the people,” Armen Ghazaryan said.
The Committee Chairman Vladimir Vardanyan positively assessed the legislative proposal.
